AI Spend Governance: Cost Controls Belong Inside the Agent, Not in a Report

Governance just became a product category

Platform vendors have started shipping AI gateways, and the feature list is telling: per-request cost visibility, team budgets, and model access control enforced before a request reaches the model. When controls become a product, two things are true. The problem is real, and most deployments do not have them yet.

Agents changed the cost question

Software spend used to scale with seats, and a budget owner could approve it once a year. Agent spend scales with steps. A workflow that runs a hundred times a day and makes twenty model calls per run is two thousand daily decisions your finance team never sees, at prices that change when the provider changes its rates.

Nobody approves those calls one by one, so the approvals have to live in the request path: a budget per process, cost visibility per request, and access control at the point where the model is chosen. A monthly report cannot govern what it only observes after the money is gone.

What every production deployment should carry

  • Per-request cost logging. Spend attributed to the process that caused it, not to a vague AI line in the ledger.
  • Budgets per workflow, with hard caps and alerts. When a loop misbehaves, the cap stops it before the invoice does.
  • Model access control before the call. Which models a workflow may use, at what rate ceilings, decided by policy rather than by whatever the agent chooses in the moment.
  • Routing by cost and capability. Cheap, cached model calls for routine steps; frontier models where reasoning is actually needed. The cached-input math we publish on the production build page is the difference between a demo and a defensible unit cost.
  • Evaluation gates. Calls that fail review do not get billed twice: a workflow that reworks its own output re-enters the budget, visibly.

How Nugawi ships it

These controls are not an add-on we sell after the build. They are part of every production deployment we deliver: budgets and logging configured per workflow in the 90-day production build, governance evidence your auditors and your CFO can actually read, and a cost model agreed before the first call is made. If your agents are already live without these controls, a fixed-scope governance retrofit is a small, well-defined engagement, and a Discovery Sprint will scope it in a few weeks.

Governance is not a report you read monthly. It is a property of a well-built agent.
